Inside your wine prefix ($HOME/.wine if you haven't configured it elsewhere),
delete the following:

drive_c/windows/system32/icu.dll
drive_c/windows/system32/icuin.dll
drive_c/windows/system32/icuuc.dll
drive_c/windows/syswow64/icu.dll
drive_c/windows/syswow64/icuin.dll
drive_c/windows/syswow64/icuuc.dll
