It's not clear to me from the spec how pointer-type locals are supposed to
work, and interpreting these as "pointers" in the IL stack seems to cause
problems. So I will just do what I usually do and make Mono's JIT more
permissive.

This leads to an exception as it tries to read z:\boot\efi.
