[Bug 12933] open Steam window consume 100% cpu

Steam still uses up to 100% CPU while in use, but it 'calms down' quicker than
the previous release. It's still quite sluggish (especially the rendering of
the windows); however, the "Update News" window is considerably easier to
use/close now.
