comctl32: Accept null hinstance in TOOLBAR_AddStringW.

This patch prevents the crash but no menus are shown on the toolbar
when you start ie7 like this. This might actually be an ie7 bug.

If you cd to the installation directory first and run it without
a full path you do get the menus.
