[Bug 25820] Token Administration Utility for ICBC online banking failed to list USB devices (without wine unofficial USB patches)

Since the safesign_icbc_per.exe is updated by ICBC, the new version bring some
new bugs, and the old version is not available to be downloaded any more, I
suggest to close this bug, and I'm going to open new bugs for it with clearer
description, what do you think?
