[Bug 30410] Many apps crash on Ubuntu 12.04 (ptrace broken again)

I've got a report that this one also affects Diablo III. To be more precise -
it fails to log in into Battle.Net with "error 3007". Disabling ptrace_scope
reported to fix the problem.
