It's been that way since day one of breaking scroll bars. Refresh the page and they will disappear.
Guess I'm not being clear enough, again. The principal problem here is that the window is being forcibly scrolled to the end. This means that page up & down which used to work are now useless, and the start of the page cannot be seen.
