[Bug 41213] Elder Scrolls Online has missing textures with D3D11 renderer

I ran a test with a clean prefix using wine 2.2 and the situation has improved
a bit.  The ground is still missing its texture, but there is now at least a
bumpy green surface to run around on.  My patch above still works with 2.2 and
makes the ground texture function
