I don't see the need why this bug still kept open.
As already said: the pkg-config tool is broken, unable to handle paths
containing spaces.
You could try to run the tool manually in Windows and check if it exhibits the
same behaviour, e.g.:

pkg-config.exe --libs gtk-sharp-2.0
