[Bug 52761] mscoree:mscoree test fails without a display or console

I guess on Windows, if we can get output from mscoree_test.exe, it has a
console, so csc-wrapper and mcs inherit that. Is there any way we can create an
analogous situation, where a CUI exe is created without a console, on Windows?
