[Bug 9490] LOCALE_IFIRSTDAYOFWEEK is 0 by default, instead of current locale value

I can confirm that the patch works correctly. The definition of
LOCALE_IFIRSTDAYOFWEEK in sve.nls is incorrect, though. I will send a patch to
the mailing list for this.
