[Bug 16184] Inconsistent initial highlighting/selection of text in dialog boxes in IDA Pro

On testing with Wine 1.1.42 and idafree49.exe, these issues no longer appear to
be present. The initial highlighted state in Wine matches that in Windows. I
couldn't reproduce the second issue (entering a comment, differing behaviour)
in Windows.

I did notice another highlighting issue though, which I will open a separate
bug for.
