Could be the key another "OPTIONAL HEADER VALUE" / DllCharacteristics? I found a test program with "High Entropy Virtual Addresses" enabled seems to behave different on windows than one with it disabled. (cl option /HIGHENTROPYVA) Mingw side shows this as "HIGH_ENTROPY_VA". (gcc option -Wl,--high-entropy-va) Attached test program shows a few example outputs.
