[Bug 38889] Microsoft Orca unable to create transform file

MS Orca is part of the Windows SDK. To avoid downloading the whole SDK I
installed the DotNetFramework to get the necessary DLL-Files. Also if you try
to install MS Orca without DotNet installed you receives an error that you have
to install at least DotNet 2.0.
