[Bug 18346] cmd does not support the "^" escape character

It's a SCons script that runs "cl", "link", "m4", etc. In this case, it needs
to run something like:

m4 -DURL=http://example.com/?a=1&b=2&c=3 ...

So we escape the ampersands with ^. I guess it's not any more complex than my
"echo a^&b" example.
