I have tried 1.1.23 with the same result.

Technically with wine 1.1.23 fglrx fbo is crashing on startup for all D3D
programs at the moment. That is why I did not report it for 1.1.23, because I
modified the vanilla 1.1.23 source to test, for what it is worth.
