It checks for the reg key DWORD 

HKEY_LOCAL_MACHINE\Software\Microsoft\NET Framework Setup\NDP\v4\Full\Servicing 

which is not present. 

After manually creating it, the app installs and starts for me

I guess this should be fixed in Mono (?)
