[Bug 45084] winebus blocks startup for several seconds when HID devices are detected via udev

Taking a closer look at the services/winedevice infrastructure, I think I have
a better idea of how to go about this. I don't think we have to go through
StartService, but calling SetServiceStatus() inside of ZwLoadDriver() should
give us what we need.
