[Bug 21488] SimCity 2000 does not start from a fresh install

I execute `wine "C:/Program Files/Maxis/SimCity 2000/SIMCITY.exe"`, or I cd to
the installation directory and run `wine SIMCITY.exe`. The results are the same
either way.

Also note the doubled backslash in the error dialog is exactly as it appeared.
