[Bug 41229] Reflections look wrong in GTA VC in Windows+WineD3D8

Similar problem can be seen with reflections on vehicles, most notably cars.
The reflections in GTAVC seem to be implemented as additional textures with
light spots on top of main texture, not as special lighting modes.
