OP obviously used native .NET Framework hence this is not about Wine-Mono insufficiencies. In addition it shows more native recipes have been applied to the WINEPREFIX. Important: Always tell if you installed native dependencies (applied 'winetricks' recipes)! Anyway, it's impossible to replicate to old install/code base because the web-installer will always fetch the latest version which is some .NET Framework 4.6+ ish.
