A short update to this topic. 

I have tested Wine 9.19 and the issue is still present. The error output is
also the same.

However, regarding the other mentioned "printing issue" of Paint Shop Pro 9.01
on more recent Wine versions it seems to be resolved, so will close bug 56219.
