Note that rpcrt4:ndr_marshall fails with the same RPC_X_BAD_STUB_DATA error (in
the form of an exception, see bug 52909). This means it is pretty likely that
EnumServicesStatusA() fails because of an underlying RPC issue with UTF-8. That
would make it a Windows bug that the test should work around.
