[Bug 16286] amstream, quartz, devenum: some cinematics do not work with builtin dlls

The intention was to create a metabug or at least a sort of. The reason was
that amstream is mostly stub. It could have been closed when there is a minimal
implementation that can be tested.
Is there any policies or rules about metabugs ?
