[Bug 26673] wine start foo.url does not open the url

Works in git if I use the full path, but otherwise doesn't.

However, it only seems to be .url files that need the full path though, e.g.,:
$ echo hi > foo.txt
$ wine start foo.txt

opens notepad for me with 'hi' in it. Different bug?
