Additional info from programmer: they are using Windows API GetAsyncKeyState(),
see below:

  v := GetAsyncKeyState(VK_LSHIFT);
  rez_lshift.Caption :=  inttostr(v);
  v := GetAsyncKeyState(VK_RSHIFT);
  rez_rshift.Caption :=  inttostr(v);
  v := GetAsyncKeyState(VK_LCONTROL);
  rez_lcontrol.Caption :=  inttostr(v);
  v := GetAsyncKeyState(VK_RCONTROL);
  rez_rcontrol.Caption :=  inttostr(v);
end;
