[Bug 53891] user32:msg - test_swp_paint_regions() fails on Windows 7

The cause of bug 53891 is likely to be the same as the one behind bug 54202.
I checked the final screenshot of testbot batch test run, and found a handful
of firewall alerts and crash report dialogs.
