[Bug 28560] Time is 1 hour behind in cmd.exe and notepad (F5)

Fixing time zone in the Wine registry won't help (but feel free to send a patch
to update it), so I'm not sure how to fix that properly, and it should be
"fixed"
on its own once official daylight saving period ends.
