[Bug 28560] Time is 1 hour behind in cmd.exe and notepad (F5)

system timezone = Europe/Moscow.
bias -240 = OK.
but wine shows timezone for bias=-240 as "Arabian Standard Time".

repeating test like http://bugs.winehq.org/show_bug.cgi?id=28560#c16 (drop
other timezones) shows "Russian Standard Time".
