[Bug 53725] Go "time.loadLocation()" function returns "Path not found" error

I get identical results when running this on a Windows machine. A +relay log
shows that it's trying to access "C:\\Program Files\\Go/lib/time/zoneinfo.zip",
and nothing else. Does this actually work on a system without the Go runtime
installed?
