Yeah, English notepad on top.
Something is broken there, notepad with Russian locale should use Russian UI, but it doesn't. Do you really have the ru_RU locale installed or aliased? Perhaps "C" locale gets used instead, and that leads to some trouble.
To show you that different fonts are used I manually recompiled Wine with only the English language built-in.
