Just download the patch and follow http://wiki.winehq.org/Patching .

I don't see how the regression test has something to do with wine 1.7. Sure you
could also start with 1.6 or 1.5.30 or what ever is the first one which builds
and shows the issue.

Apparently, why does it hinder you? If it is the output from comment 3, just
kill the wine server before you start your self build version.
