[Bug 23154] APB: All Points Bulletin crashes on startup with Wine-Mono

I think the bug is for the original 2010 version of All Point Bulletin, not
APB: Reloaded.

The former was discontinued in 2010 after the company went bankrupt. The later
is a reboot from another company.

I see no point to use the 2010 version anymore.

The bug should be closed wontfix in my opinion.
