You could try setting OffscreenRenderingMode to backbuffer instead of fbo.

Touhou 11 went down to 19 fps for me when fbo became the default
OffscreenRenderingMode.
I still get close to 60 fps when backbuffer is used.

This is on a GeForce 6200SE
