Ok, I have had a few moments to use the downloadable applications to attempt
this.

It appears to be a urlmon issue actually. I notice that if i use native
shlwapi, things do not improve.  But if i used native urlmon then i start
getting help pages rendering. 

I will look to see if i can find out what is failing in urlmon.dll
