[Bug 26740] To run or not to run just because LANG value

I know  many executable file in windows could not run in wine .
But this bug is special.
It can run in the  environment variables LANG=en_US.utf8
but cann't run in variables LANG=zh_CN.utf8
The differences by different LANG just case to Garbage  usually
