It is interesting to notice that this bug applies *ONLY* to static control
implemented in USER32.
The same application, when it uses themed controls from COMCTL32, does not
expand the background color as it does with the classic theme.
For an example, a screenshot is attached with the test application running on
Windows XP with its default theme.
