[Bug 49633] StarCitizen launcher crashes on start with a winmm error

It looks like there's some kind of race in the launcher. It's possible to
reproduce the crash with native vcruntime140/ucrtbase (sometimes). Also it
doesn't always crash when builtin dlls are used.
