The temporary file has changed name, otherwise yes, this is still happening.
The launcher goes into a relaunch cycle instead of throwing an error out and
I've taken to deleting Launcher.exe while it is doing that to advance. Once
Launcher.exe is deleted, the next relaunch cycle moves the temporary file into
place.
