The sound is independant of Hearthstone volume. The problem is actually with the Battle.net launcher. If I change the settings such that the Battle.net launcher quits when I launch a game, the horrible ear-splitting blatting noise doesn't happen. I have yet to examine if there are settings to control sound in the launcher, but this is a workaround for now. There's a real risk of hearing damage with this sound. It's intensely loud.
