The error comes from rhino.msi, one of the files packaged within the installer. That AddMachineCertificate action comes from wixtoolset (https://github.com/wixtoolset), which is the framework used to create this installer. Editing rhino.msi to disable certificate uninstall/install makes the installer succeed and the resulting installation works. So I guess that even some stub solution might work.
