dxgi.dll is in place. I see

$ ls -1 .wine/drive_c/windows/sys*/dxgi.dll
.wine/drive_c/windows/system32/dxgi.dll
.wine/drive_c/windows/syswow64/dxgi.dll

whether its used, or how to test its usage, I do not know.
