Yes, the redrawing issue is completely gone, and Deluxe Edition is now actually
kinda playable if you don't mind broken plumbob (it seems to have the same
rendering issues from bug 42572 as characters in Complete Collection) and
occasional random lockups (not caused by the patch, I was getting them without
it too). Attached a screenshot to demonstrate.
