[Bug 11811] Coastal Explorer sees no COM ports

Looking at the proposed registry patches and the recent comments about how CE
works, it appears the reason the patches don't work is they've gone to the
wrong place, or at least not where, if I understand the comments correctly, CE
is looking for info about serial ports.  I tried installing them on the Wine
0.9.57 install and fresh .wine with no change (COM ports not found).
