Further testing has shown this appears to reproduce in all Stable and Staging
builds (minus one or two I may have inadvertently missed in that very large
swath) back to at *least* Wine 8.

Wine 10.18 (non-Staging) has a different issue that makes this untestable - the
OS file dialogs normally triggered with Load / Save / Import / Export do not
open at all.

I will confirm that issue with a clean ground-up prefix install and open a
separate bug.
