Steps to reproduce:

1) Download ContentAPISetup.msi from the MS website
2) cabextract -F _4E8D3D4C602B47F5A445D1B7AABCFE9F ContentAPISetup.msi
3) mv _4E8D3D4C602B47F5A445D1B7AABCFE9F ContentAPISetup.chm
4) wine start ContentAPISetup.chm
