I've removed two files from the CS directory and now can play:
motd.txt motd_temp.html
Did simply removing these files fix it, or did removing them and replacing them with read-only blank files (as per bug 6095 comment 44) fix it? If it's the latter, then it's a duplicate of bug 6095, which has mutated from a HTML rendering failure due to something funky Couter-Strike: Source does when embedding MSHTML to a game crash due to something funky Couter-Strike: Source does when embedding MSHTML.
