hacky patch to wine, to prevent Risk of Rain from freezing, disables fog if
env. var WINED3DFOGOFF=1

I modified my patch so can optionally disable fog, using WINED3DFOGOFF=1.
If that's set, fog is disabled and Risk of Rain works okay without freezing.
