[Bug 35115] Campaign Cartographer does not install - err:msi:set_installer_properties Failed to set the UserSID property

The AppDB has a test report rating it gold for 1.5.29; that version is new
enough that it should still compile on current systems. 

However, both the maintainer howto and the gold test report say that the
original installer on the CD doesn't work, and that you need to download an
updated installer from the vendor. So my question is, is this bug report for
the original installer that never worked, or the updated one that once did? If
the former, it's not a regression.
