[Bug 35966] postgresql 9.3.4-3 fails to install (cscript/vbscript)

The VT_DISPATCH should call the WshEnvironment_get_Item to get the env variable
"TEMP" value. 
This also means that the WshEnvironment struct should be completed by adding a
key value pair implementation to store the Environment Variable
That is we need a partial implementation of the WshEnvironment class in Wine
